Description of Program

School-Based Services include assessment, psychological evaluation, therapy (individual, group or family), supportive intervention, individualized service planning, case management and crisis intervention. School-Based personnel attend student assistance team and individualized education plan meetings, manifestation and expulsion hearings. They provide informational presentations to classrooms and faculty at the schools. Within the high schools, personnel are trained to facilitate tobacco education and smoking cessation programs. Most often the students receive services on a bi-weekly basis. Services are provided within the schools, but may be also performed at any of Prestera’s locations within Cabell County, in the consumer’s home, or elsewhere in the community when necessary/convenient. Transportation assistance is available to families in need.

Mission Statement

Our mission is to provide services that reduce barriers to learning and enhance healthy psychological development of school-age students. This is accomplished through:
  • Prevention & mental health education.
  • Early direct intervention for identified children.
  • Treatment for children & adolescents with severe or chronic mental health problems.

Admission Criteria (meets all)

  • The student is under the age of 21 years and attending Altizer Elementary, Cabell County Alternative School, Cabell Midland High, Central City Elementary, Cox Landing Elementary, Enslow Middle, Highlawn Elementary, Huntington High, Guyandotte Elementary, Peyton Elementary, Spring Hill Elementary, or the West Middle.
  • The student has a DSM-IV diagnosed psychiatric condition that requires, and is likely to benefit from, therapeutic intervention.
  • The student is experiencing significant distress or impairment in at least two of the following life domains: educational, vocational, and interpersonal relationships.
  • The student is motivated for or agreeable to treatment.

Continued Stay Criteria (meets all)

  • The student continues to meet admission criteria for School-Based Services.
  • An individualized treatment plan that addresses the student’s specific needs has been developed, implemented and updated, with the student’s and/or guardian’s participation whenever possible. The plan includes specific realistic, objective and measurable discharge criteria. A timeline for expected implementation and completion is in place but discharge criteria have not yet been met.
  • The student is participating in treatment, or there are active, persistent efforts being made that can reasonably be expected to lead to the student’s engagement in treatment.

Discharge Criteria (meets any of the below)

  • The student has met his/her individualized discharge criteria.
  • The student has not benefited from School-Based Services despite documented persistent efforts to engage the student.
  • The student is not participating in treatment, evidenced by missing at least three consecutive appointments.
  • The student drops out of treatment voluntarily.
  • The student is no longer eligible for School-Based Services due to graduating or withdrawing from school or moving to a school with no School-Based Services personnel in place. Students discharged for this reason will be referred to the appropriate outpatient services.

Days/Hours of Operation

School-Based personnel provide services during school hours from 8:00 A.M. to 4:00 P.M. Monday through Friday. Evening hours are available on a limited basis depending upon the needs of the consumers. Services continue through the summer months, with staff available 3 days per week during a seven week period.

Referral/Admissions Process

To make a referral, please use our Referral Form. Or, for a Cabell County elementary or middle school referral, contact Tiffany Pittman at (304) 525-7851 ext.5020. For all other referrals, contact Crystal Schulte at (304) 525-7851 ext. 2127. Upon receipt of a referral, School-Based personnel will attempt initial contact within 7 days to obtain parental consent for services and subsequently schedule an intake.
